ASTA – American Society of Travel Advisors

3Rd Edition – August 2017. Designed to help travel advisors fulfill their regulatory obligations, the American Society of Travel Agents (ASTA) has created this plain-English document covering the major federal statutes and regulations that directly impact your business. It will be routinely updated to reflect major changes in the governing rules.

The rules can be confusing, especially since they are written in a legal style using words that have very specific and narrow meanings not always be apparent to the reader. Adding even more complexity, regulatory entities such as the U.S. Department of Transportation (DOT) have the power to interpret the requirements by issuing “guidance letters” and “advisory circulars.” Enforcement orders against airlines and ticket agents can also be used to refine the application of the law. As background, federal rules typically come from two sources. When Congress passes a law that is signed by the President, it is added to the United States Code (USC). Regulatory agencies, such as the DOT, implement these laws through regulations published in the Code of Federal Regulations (CFR).

Included in this course is a 42-page manual with references to the relevant USC, CFR, guidance letters, orders and advisory circulars issued by the regulating government body.
